Oscar Brown has served as a President, Chief Executive Officer and a director for Western Midstream since October 2024. Additionally, Mr. Brown served as a director of our general partner’s board of directors since August 2019 and Chairman of the ESG committee of the Board of Directors until his appointment to President and CEO.

From April 2022 until June 2024, Mr. Brown served as Chief Financial Officer of FREYR Battery, which provides industrial scale clean battery solutions to reduce global emissions. Prior to FREYR, Mr. Brown was an executive at Occidental Petroleum from 2016 to 2020. Mr. Brown has also worked at Bank of America Merrill Lynch, serving as managing director and co-head of Americas Energy Investment Banking, as well as Barclays Capital, Lehman Brothers, Credit Suisse First Boston and PNC Bank. Mr. Brown has more than 25 years of energy and industrial banking experience in 25 countries. From 2017-2019, Mr. Brown served as Occidental Petroleum’s designated representative on the board of directors of Plains All-American Pipeline’s governing entity, PAA GP Holdings LLC (NYSE: PAA and PAGP).

Mr. Brown has served on the boards of Houston’s Alley Theatre, Junior Achievement of Southeast Texas and The Children’s Fund, Inc. is a graduate of the University of Texas at Austin and holds a Bachelor of Business Administration in Finance and Marketing.
